Wonders how it passed originally

The Heschel school group purchased a piece of property not zoned for their ultimate usage, a 750-student narrowly populated and focused school.

Apparently the Agoura City Council did not want the project, due in part to infrastructure costs and environmental concerns. The board-based community of Old Agoura Hills did not want the project and spent untold dollars and time fighting the project for many years.

Here is my question: A project that inflamed many, only to serve but a few, with costs that we can only assume were understated, is passed. How is it that a project with the above strikes against it could be finessed through by Supervisor Zev Yaroslavsky? What am I not seeing?
