I don’t believe the utility tax is vital to Calabasas’ health. Cityhood advocates pledged officially that no new taxes were needed to launch the city. They believed this and they were correct.
But when a fluke opportunity arose to convert a temporary L.A. County levy into a permanent tax, the original city council reversed itself on day one of cityhood and silently embraced the tax instead of cancelling it.
