Unlicensed driver who struck woman and kids not charged




An unlicensed driver who’s vehicle hit a mother and three young girls in a crosswalk on Thousand Oaks Boulevard last month will not face criminal charges, police have decided.

Instead, Downey resident Carlos Miguel Serrano Nino, 52, has been cited for multiple vehicle code violations.

On June 14, Serrano Nino was arrested on four counts of failing to yield right of way to a pedestrian, one count of failing to yield right of way at a crosswalk where other vehicles are stopped, and driving without a license, TOPD Sgt. Barbara Payton said.

He has since been released from custody and has been cooperative with police, she said.

“Had one of the children died it would have been a different story,” the sergeant said.

Payton said it’s still not clear what caused the accident, but police do not believe Nino was speeding. Tests for drugs and alcohol came up empty.

Thousand Oaks resident Griselda Castro, her 4- and 5-yearold daughters and a 5-year-old friend were crossing T.O. Boulevard at Live Oak Avenue at 2:38 p.m. on May 22 when they were hit by a GMC van driven by Nino, whose license had expired in 2004.

Castro’s older daughter, who suffered internal injuries, is now in a rehabilitation facility, the sergeant said.

Castro and the other two girls have been released from the hospital.
