Trigger happy?

Is there something wrong here? On page 8 of the Aug. 14 issue about the Pepperdine University emergency training session, there is a photograph of a deputy escorting several firefighters. While this may be a posed photo and it is not totally clear, it does appear that the deputy has his finger on the trigger of his firearm.

In all firearm training that I have attended, it is stressed that you never put your finger on the trigger until you are ready to discharge the weapon.

I would have expected to see the trigger finger above the trigger guard along the side the frame.
