These arguments go in cycles

While trying to share a narrow portion of Mulholland Highway with several rude bicyclists one weekend, it suddenly occurred to me: Why are they allowed to bike on roads that have no bike path?
They put their own safety in jeopardy and they put the driver attempting to maneuver around them at risk of causing an accident. Most of these bicyclists are arrogant and ride in packs, usually taking more than half of the road.
