The Westlake City Council addressed the presidents of 10 local homeowner associations March 14 and told them that a preliminary environmental review is underway for the proposed Lowe’s home improvement center in town.
Lowe’s filed an application with the city in November 2004 to build a 137,000-square-foot home improvement store on Russell Ranch Road near Costco.
