The California state Assembly recently approved AB-1009, a bill authored by state Assemblywoman Fran Pavley (D-Woodland Hills) that designates a stretch of the Pacific Coast Highway (PCH) through Malibu as a Safety Enhancement Double-Fine Zone.
The bill also requires Caltrans to consider various roadway conditions when determining the speed limit for PCH in Malibu.
