New water regulations stir up debate

New water quality regulations being imposed by the state Water Resources Control Board have caused some local cities to spout off in anger.
One city, Westlake Village, even has filed a lawsuit over pending regulations.
The state board has vowed to establish new water pollution controls during the next several months and local agencies are concerned they might be unable to comply with the requirements.
