The water district is our most critical, life-sustaining public utility. As a rate payer, I appreciate affordable water rates.
But basic business sense is irrefutable. If fees and charges do not keep pace with costs, product quality or service must decline.
This is true for your medical care and your groceries as well as your water, which is why neither your doctor nor grocer promise to never raise rates or prices.
