If government should be run like business, then why are there term limits?

In his Aug. 2 letter, Jeffrey Samuels advocates term limits for congressmen and senators. In the meantime, many voters think that government should operate more like a business.
I challenge Samuels to name one successful business that fires its managers as soon as they gain experience in running the business. David E. Ross Oak Park
