In an article about the Westlake Village community park and YMCA complex last week, it was stated that voters approved a $8-million bond measure to pay for the first phase of the project. The financing used by the city didn’t require voter approval. It was obtained through Certificates of Participation which, according to state law, do not need constituent approval.
