Educational misappropriation

Does anyone remember some years back when there was a seeming perpetual shortage of textbooks? Every year or so, there was a school tax on the ballot to relieve that shortage. And every year I predicted that if passed, the money would magically wind up in the teachers’ pockets with the textbook shortage inexplicably continuing.
It happened, even though the teachers all denied it. The cycle then repeated until the voters caught on.
