Soil testing and archeological sampling is under way at the future site of Agoura Village.

The 98-acre commercial real estate tract along Agoura Road between Cornell and Kanan roads is on track to become an eclectic, pedestrian-friendly shopping center that combines adult living with artist studios, upscale boutiques and restaurants.

Council members hope when the village is complete it will be an unconventional mix of uses that seem developed over a long time period, as opposed to a typical shopping center.

Councilmember Dan Kuperberg said at last week’s meeting that bulldozers on the southeast corner of Kanan Road and Agoura Road are doing "exploratory" soil testing, and workers are checking to see if there is anything archeologically significant in the area.

The council recently called for an environmental impact report. Rincon Consultants, Inc. will prepare the report, although portions of the report were completed by Steve Craig, the city’s environmental analyst and head of the private firm Planning Corporation.

Rather than passing new zoning and ordinances and amendments, staff determined that preparing an environmental report for the Agoura Village Action Plan would be more efficient.

RRM Design Group, the city’s Agoura Village consultant, is reworking its contract to reflect the changes.

Rincon prepared the environmental impact report for the Oak Tree Apartments on Canwood.

The proposed contract for the report is about $82,000. A draft will be completed by mid-April, with the final report expected by mid-summer.
