Distracted drivers scorned by CHP

California Highway Patrol Officer Bryon Decker eased his black-and-white patrol car out of the Moorpark CHP station and immediately spotted a woman digging in her purse as she drove past.
“See, I didn’t even pull out of the driveway and already I see a distracted driver,” said the officer.
