The fact that our Bill of Rights has been around for so long is a tribute to its success. More ... Mr. Monkarsh's understanding of Southern California Gas Co.'s billing practices is incorrect (April 29: "Hot under a collar"). Customers are not disadvantaged or pushed into a higher rate when the billing cycle is more or less than 30 days. Let me explain. More ... We just received our April 2009 bill from the Las Virgenes Water District, and we are puzzled. Compared to the April 2008 bill, same periods and number of days, our current year consumption of the commodity was 20 percent less. Lo and behold, our 2009 bill was a few dollars higher than 2008's.
