Westbound Kanan off ramp has flawed signal

I am writing to express my frustration with the No Right Turn sign that appears at the intersection of the westbound Kanan Road freeway off ramp.

For anyone who is not familiar with the current intersection design, two black square boxes were installed near the existing traffic lights. These two black boxes light up and become an instant No Right Turn sign. There is no advance warning to drivers that, although at this moment in time they can make a legal right turn, a second later they cannot. A driver comes to a complete stop, checks for cross traffic, waits for a clear path to make a right turn, then surprise, a No Right Turn signal lights up.

This flawed traffic light needs to be corrected and revised. I'm not a traffic engineer, but even I can come up with a better design than currently exists.

I believe that there should be a very large sign that says, "right turn on green arrow only" and the traffic signs for those cars turning north onto Kanan Road from the freeway need to be changed to green and red arrows. This would permit the eastbound traffic on Canwood to execute a safe left or northbound turn onto Kanan Road without interference from cars turning north onto Kanan Road from the westbound off ramp.
