The primary reason for the increase? Improving the Tapia plant to remove more nitrogen from wastewater. More ... Doesn't buy conspiracy theory As I read this week's Acorn (Aug. 30) I had to stop and check the date on the front of the paper after reading the letter "Conspiracy theory." Was it possible that this was another attempt by the staff of the Acorn to have a bit of fun at the reader's expense? April Fools' Day!... More ...
