City will maintain Lowe's control

Will the City Council be able to control design and mainte- nance of the Town Center if Measure Z is passed? Just like my vote on Measure Z, the an- swer is yes. Opponents think they can toss out words like "hands will be tied" and Westlake Village residents will accept that. But Westlake Vil- lage is not your average commu- nity and we're not your average voters. I, for one, do not plan to go to the polls without doing my research.

The truth is that with Mea- sure Z, the City Council main- tains complete control over the building of the project, meaning architectural design, specific design concerns and other con- ditions. I urge my neighbors to review the initiative to under- stand more.

In addition, there are more than 100 conditions that the city has the power to enforce. Areas such as landscaping, screening and retaining walls, signage and, yes, the "L" word, loitering. Check out condition 84, which says Lowe's store manager must prevent loitering and employ a private guard service to prevent public nuisance. The city has the power to enforce that.

But let's talk basics. Have you visited a Lowe's? At the risk of dragging in another party, this is no Home Depot. Lowe's has an entirely different environ- ment. Before you cast the first stone or your vote, I urge you to visit a Lowe's and see for your- self. This is the type of busi- ness we want in our commu- nity. The Town Center is the right fit for us.
