Lowe's is not the only choice Proponents claim that our only choice is either a 227,000-squarefoot Lowe's big box or an office complex. Westlake Village residents should be aware that they do have a choice. The master plan currently allows an office complex to be built on that site. However, it also allows restaurants (no fast food), retail, financial and medical services. If the owners of the property want to build a "town center" there is nothing preventing them from now building a combination of restaurants/retail/office along with landscaping consistent with the master plan. The only thing Measure Z does is change the zoning to allow the Lowe's and a car dealership. Westlake Village has the ability to build a "town center" without any change in the current zoning. Earlier this year, it was proposed to the City Council that it form an ad-hoc committee which would have given residents the ability to help define the best use of that space, i.e., a combination of smaller shops, restaurants and offices. Unfortunately, that proposal was tabled by the same people who are pushing the Lowe's. We're being told over and over again that it's either Lowe's or another office complex. This simply is not true.
