Stiffer penalties for attacks on guide dogs
     A bill to increase penalties for attacks on guide and service dogs was recently signed into law by Gov. Arnold Schwarzenegger. AB-1801, authored by state Assemblywoman Fran Pavley (D-Woodland Hills) and sponsored by the California Council for the Blind, will go into effect on Jan.
