Two on water board to run unopposed Charles Caspary and Joseph Bowman will run unopposed for their two seats on the board of directors of Las Virgenes Municipal Water District in Calabasas. Caspary, who’s been on the LVMWD board since 2001, represents District I, which includes Hidden Hills, the easternmost portions of Calabasas, West Hills and parts of the Chatsworth and Twin Lakes areas outside the city of L.A. A Hidden Hills resident, Caspary has more than 35 years of experience in the recycling and environmental services industries. He’s the former owner of Atlas Refuse Removal and Las Virgenes Disposal. Over the years, Caspary has served on the California Refuse Removal Council and the Greater Los Angeles Solid Waste Management Association. According to the water district website, Caspary was active in helping cities and counties develop consumer-friendly recycling programs. He also served as a trustee of the Viewpoint Educational Foundation. Bowman, a resident of Westlake Village since 1968, was appointed to the LVMWD board of directors in November 2002. He represents Division 4, which includes Westlake Village and portions of Agoura Hills. Bowman was instrumental in the early development of the city of Westlake Village. He works in asset and real estate management and served with the Superior Court. According to the LVMWD website, Bowman is executive director of HomeAid in Los Angeles and Ventura, a nonprofit corporation that builds shelters for people who are temporarily homeless. He also serves as director for Many Mansions and is the founding director of a men’s service organization and the Wellness Community of Conejo Valley/Ventura.
