Pavley bill to reduce rubble, debris in beach sand passed into law

Gov. Gray Davis recently signed AB-1212, authored by California state Assemblywoman Fran Pavley (D-Woodland Hills). The bill provides that no coastal development permit for sand replenishment can be issued unless and until the project applicant provides a plan both for on-site monitoring and for supervision during the implementation of the permit.

Last October, Will Rogers State Beach in Pacific Palisades became the dumping ground for construction rubble and debris. A contractor replenishing the beach had been allowed to mix in the refuse with clean sand that should have been used.

The incident was brought to Pavley’s attention by concerned residents in Pacific Palisades.

"We are grateful to Assembly-member Pavley for carrying this important legislation to address the contamination that took place on one of our local beaches," said Barbara Kohn, president of the Pacific Palisades Residents’ Association.

The bill will become effective Jan. 1.
