     It looks as if the hybrid car is here to stay. Honda has its gasoline/ electric Insight on the market now and Toyota is shipping, now, the Prius hybrid which is an electric powered car with a small gas engine that provides both an assist to the electric motor and a charging unit for the batteries.

Get $1,000 for that polluting clunker!

     So that old car in the garage or driveway is taking up space and the DMV notice requires a smog inspection before you can do anything with it. Radio and print ads suggest that you donate the car to a charity but there is an alternative. The Department of Consumer Affairs is launching a new Consumer Assistance Program (CAP) that pays $1,000 to consumers who volunteer their vehicles for retirement. Consumers who have received their DMV renewal notice and then failed their biennial Smog Check test can jump-start the process by dialing the Department of Consumer Affairs
