The question is, ‘Who owns the land?’
Lot 80 for a portion of the open space it owns behind Westlake Village Car Wash at Lindero Canyon Road and Thousand Oaks Boulevard. Burnette said that some neighbors objected to this idea as well. One homeowner did some research and found that the area next to the car wash was geologically unstable. "Once we saw these geological studies and found out that we had a fair number of residents that opposed development on this lot, we held off from further negotiations with the Y," Burnette said. Meanwhile, the YMCA had already expressed interest in the land swap idea and explored this option to the point of designing plans and paying for an additional EIR on top of the money it had already spent for the EIR on Lot 80.
